State pack · practical escalation
Delhi dairy safety — kitchen screen to FSO
Central FSS Act and Consumer Protection Act still decide the case. This pack turns a failed strip, thin CLR, or starch-positive paneer into a calm Delhi path — photos, unboiled retest, district food-safety desk, then NCH if the file goes quiet. Not a society directory.

Why Delhi needs its own note
Delhi is both a consumption capital and a festive paneer–khoya market. Morning cans, dabba routes, and sweet-shop cubes collide every festival season. Headlines about raids help awareness; households still need a repeatable next step after their own kitchen fail.
After a kitchen fail — five moves that actually help
Date-stamp what the strip actually showed
Shoot the colour chart, CLR number, and the container before you rinse anything. Note the vendor or shop and the delivery or purchase time. Delhi FSOs hear “it looked fake” every week — a photo is the difference between a story and a file.
Common miss: only saving a WhatsApp forward of someone else’s raid video.
Retest cold and unboiled
Ask for a second unboiled sample. Warm chai milk and foamy leftovers wreck CLR and strip pads. A neighbour or family witness turns a kitchen argument into a usable log.
Common miss: boiling first “to make it safe to taste,” then testing the boiled leftover.
Take it to Delhi’s food-safety desk
Sealed sampling is the Food Safety Officer’s lane. Delhi’s food-safety machinery works through district / zonal desks — start with the area where the milk or paneer was sold or delivered. Kitchen strips are cause to escalate, not a substitute for lab sampling.
Common miss: arguing only with the shopkeeper and never asking for formal sampling.
If the local file stalls — NCH 1915
Use National Consumer Helpline / INGRAM when acknowledgements dry up. Attach your dated photos. Same national rails as Haryana or UP — Delhi does not need a different helpline number.
Common miss: waiting for the next festival raid headline instead of filing your own complaint.
Treat festive paneer season as a drill, not a panic
Delhi enforcement often intensifies around Navratri and Diwali for paneer, khoya, and sweets. Use that season to run iodine and strip screens at home — not to blacklist every vendor from a single news clip.
Common miss: skipping milk CLR all year, then only testing sweets in October.
Where people usually start in Delhi
Begin with the district or zone where the product was bought or delivered. Desk names and phone lines change — confirm on the current Delhi food-safety / district listing before you call.

Festive watch · paneer, khoya, sweets
White cubes and mawa can look premium and still fail starch or fat authenticity screens. Pair a 30-second iodine check with the same photo discipline you use for milk — escalate when the fail repeats.

What a kitchen strip is not
- ·Not a NABL lab report
- ·Not a court-ready certificate by itself
- ·Not a reason to skip witnessed retest
- ·Useful as dated cause to call the FSO
